2nd DEAL Agreement with Wiley (2024-2028)

On November 17, the second DEAL-Wiley agreement was signed. Out of the 1,000 eligible institutions, 500 are already participating in the initial DEAL-Wiley contract. The newly established five-year agreement ensures these institutions a seamless continuation of proven services under stable conditions. As an innovative Opt-In agreement, it builds upon past successes and paves the way for the future.

Open Access Publishing

  • Authors from participating institutions publish in more than 1,300 Wiley subscription journals through the "Hybrid Open Access" option.

  • Publication fees for articles in Wiley Open Access journals (over 600 titles) are discounted by 20%.

Reading Access

  • Participating institutions have access to nearly all journal content on the Wiley Online Library platform according to the journal title list. Permanent reading rights (perpetual access) apply to content published during their participation years.

Pricing Model

  • The costs for Open Access publishing and access to subscription journal content are covered through the reallocation of former subscription fees under the DEAL transitional cost model "Publish And Read," via a unified Publish-and-Read Fee (PAR Fee). For the new Wiley contract starting in 2024, journals are categorized into three different tiers, each with different PAR Fees:

    • Tier I: Journals in Tier I, for example, have a full-time, permanent editorial office or are led by full-time Editors-in-Chief employed by Wiley or a professional society. They have Hybrid APC list prices outside of DEAL exceeding 3,500 EUR - the APC price alone is not decisive.

    • Tier II & III: Journals in Tier II & III differ based on their ownership status (Tier II – journals from professional societies or Wiley-owned).

1st DEAL Agreement with Wiley (2019-2023)

The Wiley agreement, signed on 15 January 2019, is the first transformative agreement negotiated by Projekt DEAL. Scholars and scientists affiliated with German institutions publish nearly 10,000 research articles in Wiley journals each year, making it the third-most relevant publisher for Germany in terms of output volume. Through this agreement, this significant portion of German research can now be published immediately open access.

Agreement highlights

  • The Wiley hybrid journal portfolio includes more than 1,400 subscription journals in which authors affiliated with German institutions may now publish their articles openly.

  • Institutions gain unlimited access for their readers to current and back issues (dating back to 1997) of the entire Wiley journal portfolio and perpetual access is secured for the German research community through DEAL’s purchase of archival rights.

  • The cost of open access publishing and reading access in subscription journals are covered by repurposing former subscription fees via DEAL’s transitional “publish and read” cost model, in the per-article amount negotiated of Euro 2750.

  • The agreement also secures a 20% discount on list Article Processing Charges (APCs) of more than 230 fully open access journals.
